Criteria/Requirements for Regular Membership 

(Revised per GB resolution No. 2016-11, dated 29 January 2016)

Candidates for regular membership should meet any of the following requirements:

  1. Be an active associate member of good standing in the division nominating him/her for at least one (1) year from the date of approval;
  2. Be actively engaged in research/original design/creative work for the past three (3) years (Nominee must present a certification of research undertaking signed by the head or supervisor of the agency where he/she is connected; and
  3. Be an author or co-author of at least two (2) research articles (of which he/she is the principal or senior author of one) in refereed journals or published reviewed proceedings, scientific reviewed publications, documented original designs, and/ or creative works/exhibited/ published/performed after having been approved as associate member by the Governing Board*. Proofs of a publication being “in press” need a presentation of the blueprint for the Committee on Membership to consider a nominee’s candidacy for regular membership. (Nominee must present a copy of the said 2 publications)

  1. Be an active associate member of good standing in the division nominating him/her for at least one (1) year from the date of approval;
  2. Be actively engaged in research/original design/creative work for the past three years (Nominee must present a certification of research undertaking signed by the head or supervisor of the agency where he/she is connected; and
  3. Be a patent owner.

In exceptional case and upon recommendation of the division concerned, all of the above requirements are waived for:

An associate member who wins an outstanding research / original design / creative work award, national or international.

Special Provision [View/Download Checklist of Requirements for the Special Provision]

The President is authorized to approve nominations for regular membership of Outstanding Young Scientists, Scientists of NAST, Philippine Civil Service, universities and active members of the Scientific Career System to be submitted to the Council during the Annual Meetings (as per Resolutions no. 13-13, dated 22 February 2013 and 2015-4, dated 30 January 2015).

* Published materials include research-based and peer-reviewed manuals and textbooks in all levels (elementary, secondary, undergraduate and graduate).

* Published translations are considered as research, provided the research base and dimensions are illustrated or exemplified in the work itself.

Criteria/ Requirements for Associate Membership

Candidate for associate membership should meet any of the following criteria / sets of (A or B) requirements. He / she should:

  1. Have a BS degree;
  2. Be an author or co-author of at least two published scientific or technical articles, or reports of completed professional or documented original design/creative works within the last five (5) years*;
  3. Be actively engaged in research and development or design/creative work for the past three (3) years; and
  4. Have presented a certification of the research undertaking/s from the head of the agency where they are connected. The certification of past and/or ongoing researches by the nominees as certified by the Agency Head and submitted to NRCP should contain not only a list of titles, but must include abstracts of completed researches. The objectives, accomplishments, and/or progress reports are required for ongoing projects.

  1. Have a doctoral or master’s degree with research thesis;
  2. Be actively engaged in research and development or design/creative work for the past three (3) years; and
  3. Have presented a certification of research undertaking/s from the head of the agency where they are connected.  The certification of past and/or ongoing researches by the nominees as certified by the Agency Head and submitted to NRCP should contain not only a list of titles, but must include abstracts of completed researches. The objectives, accomplishments, and/or progress reports are required for ongoing projects.

 

General Provision :

  1. Heads or Presidents of the different colleges and universities in the Philippines may be elected honorary or associate members of the Division of Governmental, Educational and International Policies of NRCP.
  2. Foreigners may be elected as associate members since (Sec. 2, Art. II, Constitution and By-laws) there is no legal impediments to their election to the Council.
  3. The Executive Director is authorized to check and verify the qualification of nominees for associate membership whether or not they had been recommended by the division chair concerned.
  4. Nominees screened out by the Secretariat after the initial evaluation should also be forwarded to the Division Chairman concerned to enable them to make their own assessment based on the approved criteria for associate membership.
